Henry County Industrial Development Authority The Henry County Industrial Development Authority (HCIDA) received its Certificate of Incorporation in 1984 to "develop, advance, encourage, and promote commercial, industrial, agricultural and manufacturing facilities in and about the County of Henry". This volunteer organization has been instrumental in securing financing, through the issuance of Industrial Development Revenue Bonds, for a shopping mall, marina and hotel, a mental health facility, and major industry in Henry County. The HCIDA has also assisted small businesses in start up and expansion through a no interest loan program. It has worked with local municipalities to implement infrastructures to industrial parks and assisted the local regional planning commission in securing a new facility.
